The Renewable Energy Service Contract (RESC) is the foundational regulatory instrument for any utility-scale RE project in the Philippines — and securing one requires technical, regulatory, and political fluency that takes years to build.

We prepare and submit RESC applications, manage Department of Energy interactions through award, negotiate area boundaries and contract terms, and convert pre-development contracts into operating contracts at the appropriate milestone. Our principals have direct experience securing service contracts across solar, wind, and hybrid projects.

A Philippine RE project requires permits from a multi-layered set of agencies. We handle the end-to-end permit stack — incorporating the project company, securing local government permits, navigating the Environmental Impact Assessment process to ECC, and registering for available BOI incentives including income tax holidays and duty-free importation.

Strong projects start with strong sites. We identify viable greenfield locations based on resource quality, grid proximity, land availability, slope and geotechnical suitability, and community context — then secure them through option agreements or long-term leases.

Our regional knowledge spans Luzon, Visayas, and Mindanao. We have direct experience working with private landowners, indigenous community representatives, and local government units across resource-rich provinces.

From conceptual layout through commercial operations, we advise sponsors and investors on the technical decisions that drive project economics — turbine selection, layout optimization, BoP design, EPC scope definition, owner's engineer functions, and operations strategy.

Project value is created in the contracts. We support sponsors and investors through the most consequential negotiations of a project's development arc — EPC contract structuring, Power Purchase Agreement terms, Green Energy Auction Programme bid economics, and project finance term sheets.

We act as project management office — or augment an existing one — across development, construction, and commissioning. Our role: keep schedule, budget, and risk under active management; surface issues early; and maintain a single source of truth for sponsors, lenders, and contractors.
