DOE Service Contracts

Securing Renewable Energy Service Contracts.

Track record securing DOE solar and wind energy service contracts and operating contracts.

The Renewable Energy Service Contract (RESC) is the foundational regulatory instrument for any utility-scale RE project in the Philippines — and securing one requires technical, regulatory, and political fluency that takes years to build.

We prepare and submit RESC applications, manage Department of Energy interactions through award, negotiate area boundaries and contract terms, and convert pre-development contracts into operating contracts at the appropriate milestone. Our principals have direct experience securing service contracts across solar, wind, and hybrid projects.

What we deliver

  • RESC application strategy and submission
  • Area boundary negotiation and amendment
  • DOE process management through award
  • Pre-development to operating contract conversion
  • Service contract compliance reporting
02
Permits & Licenses

Permits and Licenses.

Project company setup, local permits, environmental compliance certificates, and tax/duty exemptions.

A Philippine RE project requires permits from a multi-layered set of agencies. We handle the end-to-end permit stack — incorporating the project company, securing local government permits, navigating the Environmental Impact Assessment process to ECC, and registering for available BOI incentives including income tax holidays and duty-free importation.

Workstreams

  • Project company incorporation and SEC registration
  • LGU endorsements, business permits, barangay clearance
  • Environmental Impact Assessment (EIA) and DENR engagement
  • Environmental Compliance Certificate (ECC) issuance
  • BOI incentive registration — ITH and duty-free importation
  • NCIP / IPRA compliance where applicable
03
Site Selection

Site Selection.

Site identification and acquisition across the Philippines — including land due diligence and landowner negotiation.

Strong projects start with strong sites. We identify viable greenfield locations based on resource quality, grid proximity, land availability, slope and geotechnical suitability, and community context — then secure them through option agreements or long-term leases.

Our regional knowledge spans Luzon, Visayas, and Mindanao. We have direct experience working with private landowners, indigenous community representatives, and local government units across resource-rich provinces.

Workstreams

  • Resource screening — wind, solar, and hybrid suitability
  • Grid proximity and interconnection feasibility
  • Land due diligence — title verification, boundary, encumbrances
  • Landowner negotiation and option / lease execution
  • Community and LGU stakeholder mapping

Technical Advisory

Technical Advisory.

Power plant development guidance covering planning, design, engineering, procurement, construction, commissioning, and O&M.

From conceptual layout through commercial operations, we advise sponsors and investors on the technical decisions that drive project economics — turbine selection, layout optimization, BoP design, EPC scope definition, owner's engineer functions, and operations strategy.

Workstreams

  • Conceptual design and yield modelling
  • Equipment selection — turbines, modules, inverters, BoP
  • EPC scope and technical specifications
  • NGCP interconnection studies and grid compliance
  • Owner's engineer and construction supervision
  • Commissioning and O&M strategy
05
Contract Negotiations

Contract Negotiations.

EPC, off-taker, and lender negotiations — translating commercial intent into bankable contractual terms.

Project value is created in the contracts. We support sponsors and investors through the most consequential negotiations of a project's development arc — EPC contract structuring, Power Purchase Agreement terms, Green Energy Auction Programme bid economics, and project finance term sheets.

Workstreams

  • EPC contract structuring and negotiation
  • Power Purchase Agreement (PPA) terms and pricing
  • GEAP bid strategy and submission support
  • Off-taker engagement — distribution utilities, corporates
  • Lender term sheet and project finance documentation
06
Project Management

Project Management.

End-to-end oversight to deliver projects on time, on budget, to international quality and safety standards.

We act as project management office — or augment an existing one — across development, construction, and commissioning. Our role: keep schedule, budget, and risk under active management; surface issues early; and maintain a single source of truth for sponsors, lenders, and contractors.

Workstreams

  • Schedule, cost, and risk management
  • Contractor and sub-contractor coordination
  • Sponsor, investor, and lender reporting
  • HSE and quality assurance oversight
  • Construction milestone certification and handover
Our development framework

From origination to operation.

A repeatable development pathway — six stages, each with clear regulatory milestones and decision points where investor capital and conviction align.

1
Site Origination

Identify and secure viable project sites based on resource quality, grid proximity, land availability, and community context. Execute land option or lease agreements.

2
Regulatory Permitting

Apply for and manage DOE Renewable Energy Service Contract. Initiate Environmental Impact Assessment and engage DENR. Secure LGU endorsements and community acceptance.

3
Grid Interconnection

Submit NGCP interconnection application. Manage system impact and detailed facility studies. Secure a confirmed interconnection agreement.

4
Offtake & Commercial Structure

Negotiate Power Purchase Agreements with distribution utilities, government entities, or corporate off-takers. Alternatively, position for Green Energy Auction Programme participation.

5
Financial Close

Finalise equity structure, arrange project debt, and execute all project agreements. Achieve financial close and mobilise construction funding.

6
Construction & Commissioning

Oversee EPC contractor procurement and construction management. Coordinate grid connection testing and commercial operations declaration (COD).
